The McKean Township Trustees met January 9, 2017 for their organizational meeting, Trustee Wintermute, McInturff, Schwartzenberger, and Fiscal Officer answering roll call. The floor was open for nominations for president of the board for the year. Nomination by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed for Trustee McInturff to be the board president. President McInturff then opened the floor to resident Michael Snodgrass and neighbors Letitia Powell and family. Resident Snodgrass explained he owned 70 acres at 2200 Dutch Lane and just recently appeared before our appeal zoning board for a variance on the road frontage. It was explained that after 1 ½ hour meeting with the board they wanted him to keep the 177 road frontage along with the 50 foot road and acquire an additional 23 feet of road frontage from a neighbor to be in line with McKean Township zoning requiring 250 feet of road frontage for every lot. After everyone studied the maps that were brought in, motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to table any more remedies until further research could be studied.
Reports-Motion was made by Trustee Wintermute, seconded Trustee McIntruff, all agreed to accept the fund balances, bank reconciliation, purchase orders and blanket certificates as presented.
Road Supervisor-The Ford 550 had the radiator replaced and other miscellaneous items repaired costing over $2,000. The Road Supervisor also stated it would also need the $700.00 part ordered and put on. The trustees agreed to the repair. A temporary drive on Dry Creek Rd being use until the home was built now needs to have the permanent drive installed. Trustee Wintermute agreed to send the owner and contractor a letter stating what needs to be done. Trustee McInturff agreed to contact the Board of Health about the non- compliant house on Phillips Rd. Drive way permits were then discussed. The township will put an expiration time on all permits for a year by motion from Trustee McInturff, seconded Trustee Wintermute, all agreed. This along with several other changes will be made to the township website. It was agreed that after looking at the truck that will be brought to the County Township meeting on Saturday, the township will possibly try it out for our township. The Fiscal Officer will contact our insurance company about loss payee insurance for a short period of time.
New Business- Motion by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed to pay todays bills and accept the minutes as presented.
The following rules and policies were then reviewed and accepted by motion by Trustee Wintermute, seconded Trustee McInturff, all agreed:
Accept the cemetery rules and prices without changes,
Set $20.00 for Fiscal Officer to handle each cemetery transaction,
Accept the inventory as set last year,
Set February 6, 2017 for the February meeting along with both zoning boards and monthly meetings thereafter to be the second Monday of each month at 7:00pm,
Set the gas reimbursement at 56 cents per mile outside of the township,
Set the road jurisdiction that all Trustees to be over all of the township roads,
Authorize the Fiscal Officer to request advances against any and all taxes collected or in the process of collection for McKean Township and reallocate money within a fund,
All purchases over $500.00 to be approved by 2 Trustees and Fiscal Officer.
The Trustees then reviewed the following for 2017 and motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to:
Request that our zoning appeal board and zoning commission members to meet to organize and any member missing 2 consecutive meetings to be reviewed by the trustees,
Accept cell phone policy, credit card policy, and expense reimbursement policy,
Request that any copies of anything asked for by residents to be in writing and we will charge accordingly and to continue with the original record retention policy on file with the township.
The Fiscal Officer requested the following temporary appropriations to be used until next month when we do the permanent appropriations:
General Fund $11000.00
Gas Fund 6500.00
Motor Vehicle 1500.00
Road and Bridge 8000.00
Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed for the temporary appropriations.
The State notified the township it was time to renew the brine permit. Motion was made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to have salt brine to be place on township roads for all dust control and on aggregate for use on roads for ice and snow removal. All trustees signed the letter.
After some discussion as to road conditions and the need to research the possibility of purchasing a different truck, motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to adjourn.
