The McKean Township Trustees met for their 2019 organizational meeting Monday, January 14. 2019 with Trustees Schwartzenberger, McInturff, Wintermute and Fiscal Officer answering roll call. After the pledge to the flag, the floor was open for election of chairman for the year. Motion by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed to appoint Trustee Wintermute as chairman. With no audience present, the trustees reviewed the fund balances and bank reconciliation. Motion to accept by Trustee Wintermute, seconded Trustee Schwartzenberger, agreed.
ZONING-The Trustees accepted the bond for zoning inspector Tom Frederick by signing it. Tom submitted his list for the year stating $4937.20 in zoning fees was collected. He stated he will notify both zoning boards their organizational meeting will be set for Thursday, Jan 31 at 6:30 at the township building.
NEW BUSINESS-Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to accept and pay the bills and accept the December minutes as presented. A new credit card policy drafted by the state with a few changes by the prosecutor office was given to the group. After review, motion to accept the new credit card policy (on file) effective January 14, 2019 by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed. The following rules and policies for McKean were then reviewed with motion by Trustee McInturff, seconded Trustee Wintermute, all agreed for the following:
Agreed for the cemetery prices to remain the same,
Set $20 for Fiscal Officer for handling each funeral,
Update our inventory of equipment, (on file)
Set the second Monday of each month -7:00 for township meetings, any changes posted at building,
Request that Zoning Appeal and Commission members meet to organize and any member missing 2 consecutive meetings to be reviewed by the board of trustees,
Set the road jurisdiction that all the Trustees be over all of the roads,
Authorize the Fiscal Officer to request advances against any and all taxes collected or in the process of collection for McKean Township and reallocate money within a fund if needed,
56 cents gas reimbursement for any out of the township driving
Purchases over $500.00 to be approved by 2 trustees and Fiscal Officer,
Accept the expense reimbursement policy and cell phone policy, (on file)
Request that any copies of anything asked for by residents to be in writing and we will charge accordingly and to continue with the original record retention policy on file.
The Fiscal Officer requested the following amounts as temporary appropriations:
General Fund-$11000, Gas Fund-$6500, Motor Vehicle-$1500, Road and Bridge-$8000. Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed.
The trustees then discussed getting prices for a new truck. Trustee Schwartzenberger stated he had a few and will continue with the project. OPWC grant was also discussed. Three roads were mentioned. The Trustees set Sat, Feb. 2 for their road trip throughout the township to view all of our roads and agreed to discuss the OPWC grant at their next meeting. The trustees discussed the Sheriff reports given at the County Twp Association meeting held the first of January. McKean showed 315 deputy runs into our township during 2018. With no further business before the board, motion to adjourn by Trustee Wintermute, all agreed.
