December 10, 2018

The McKean Township Trustees met in regular session December 10, 2018 with Trustees Wintermute, McInturff, and Fiscal Officer answering roll call.  Trustee Schwartzenberger absent. After the pledge to the flag, the meeting was opened to the audience.

AUDIENCE- James Wahl was just in to visit.  Mike Snodgrass was in asking how to get the transcript minutes from his appeal hearing.  He was told where the lady worked and also to see if his attorney could order them. Maureen Dry of Riley Rd was in to discuss maintenance of the road. It was explained that the township just recently spent some $12.000 to help the road condition. Some 500 T gravel and potholes were filled.  We also explained that the sub company doing electrical work for Energy Cooperative had many trucks working on the road which was not helping the condition. She stated she would like to make sure she could get to work daily and the school bus could make the hill. The trustees agreed to use #8 stone in the future. The Trustees thanked all for coming in.

ZONING REPORT-Tom presented the trustees with a letter of resignation starting December 22, 2018 and asking for rehire to zoning inspector January 2, 2019.  Motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to accept Tom Frederick’s resignation effective December 22, 2018. Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to rehire Tom Frederick effective Jan 2, 2019.  

ROAD SUPERVISOR-Terry stated the township would need approximately 200T grindings.  Both trustees agreed for the purchase. Our Ford 550 truck would be going in for repair later this week and will use the grader on a few of the roads Wed and Thurs.  They also put the greenery on the fence at the cemetery that the Bruce family donated to the township.

NEW BUSINESS-The trustees then reviewed the monthly bills, minutes, bank reconciliation, fund balances, and purchase orders and certificates.  Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to accept as presented. Bill Oneill and Tom Bruce had been contacted about taking another term on their zoning boards.  Motion by Trustee Wintermute, seconded Trustee McInturff, all agreed for Bill Oneill to continue another 5 year term on the zoning commission board and Tom Bruce to continue another five year term on the zoning appeal board.  Motion by Trustee McInturff, seconded Trustee Wintermute to set Monday, January 14, 2019 for the organizational meeting and the trustees to be paid salary per month for 2019.  

After discussing the condition of some of our roads, motion to adjourn by Trustee McInturff, seconded Trustee Wintermute, all agreed.

 

November 12, 2018

The McKean Township Trustees met for their regular meeting Monday, November 12, 2018 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call. After the pledge to the flag, the trustees opened the meeting for the audience.

AUDIENCE-John Hower from Rinehart-Walters-Danner Insurance was present to give the trustees their 2019 policy. It was noted that the premium was $75.00 lower for the year. After review of the policy with the trustees, the trustees thanked John for stopping in for the review.

ZONING-Tom, the zoning inspector, reported 3 permits written for the month. He also discussed the properties in Highwater. He stated the Davidsons have been cleaning their properties and working with him to bring their property into compliance with zoning.

REPORTS-The trustees then reviewed the fund balances, purchase orders and blanket certificates, and bank reconciliation. Motion made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to accept the reports as presented.

ROAD SUPERVISOR-Terry stated that the work on the hill on the east portion of Riley Rd was complete. It was discussed it took approximately $12,000. The Trustees agreed we would get the asphalt grindings from Geiger, hauling by Redskin Trucking for $10.50 a ton. The Trustees agreed we could ditch Cat Run Road for drainage issues. Terry also stated he hopes to be grading 3 more of our roads for the pot holes. He reported we would be hauling in salt from Granville to get ready for the winter weather.

NEW BUSINESS-Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to pay the bills and approve the minutes from the last meeting. After discussion about the township road conditions and trash pick up, motion to adjourn by Trustee Wintermute, seconded Trustee McInturff, all agreed.

Oct. 8, 2018

Zoning Public Hearing

The McKean Township Trustees met Monday, Oct. 8, 2018 with all Trustees and Fiscal Officer answering roll call. Also attending: Road Supervisor, Zoning Inspector, and 9 residents. After the pledge to the flag, Chairman McInturff turned the meeting over to the zoning inspector for the Public Hearing. He stated that the zoning hearing for Douglas Davidson would start as soon as he dropped his child off and got to the meeting. His violation letter stated 505.87 and 505.871. He also stated the Davidson NE property was looking better as of today. The Trustees went into executive session to discuss proceeding with the hearing. When they returned, Mr Davidson had arrived.

Trustee Wintermute stated several times to Mr. Davidson that respectful and decent language will be used during this hearing. Trustee McInturff explained to the group that she, the zoning inspector and the Davidsons had met May 30 to discuss cleaning up of their property. The Davidsons had agreed to let them have until Sept 11 for this project and meet again Oct 8 if it was not complete. Jack Schmidt stated he had been past the property several times and noticed some clean up. Nancy Schmidt questioned the trustees to clarify the purpose of this meeting. It was explained the public hearing was for the owner to explain what he had done and not done to comply with the notice. It was protocal by law. Mr. Davidson stated he has sold 9 items as of today and was wondering if we had a list of what else needed to be removed to comply. Trustee McInturff agreed he had put forth an effort to clean up and more needed to be done. It would be hard to come up with a list of vehicles unless we could access the property. Mr. Davidson agreed to meet with the zoning inspector before Oct. 31 and show him around the properties so he could make a list for the township. The zoning inspector will then get back with the trustees.

Motion by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed to adjourn the zoning public hearing.

The McKean Township Trustees continued their regular meeting for Oct 8, 2018.

Mike Snodgrass was present to discuss his recent appeal hearing on Sept 19. He stated the appeal board granted 177.11ft on Riley Rd and the 50ft on Dutch Lane once it was connected to his property as a lot. He did not receive the 50ft only as road frontage as he wished. He stated the township does not have the purpose and scope that it should. The Trustees discussed with Mr. Snodgrass that they had no power or jurisdiction over the appeal board.

Zoning Inspector Report-Tom stated we will be having at least 2 home occupation hearings coming up soon. Residents from 6558 North St were present to discuss their notice of vehicles on the property. All were running vehicles. Tom then asked them to call him to discuss the matter further. Tom also agreed to discuss with County Prosecutor office the procedure used for property cleaning of foreclosed homes.

Reports- Trustee Schwartzenberger then asked the group to take a moment of silence for the 5 year anniversary of the passing of Melvin McInturff.
The Trustees then reviewed the fund balances, bank reconciliation, blanket certificates, and purchase orders. Motion to accept the reports as presented by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed.

Road Supervisor Report – Terry reported that the dozer work scheduled on Riley Road should be starting in 2 weeks. One of our part time workers will be starting another full time job the week of the 22. He reported many new homes are going up on Phillips Rd and we would be in need of more concrete for the washouts.

New Business-Motion to pay all bills and accept the monthly minutes made by Trustee McInturff, seconded Trustee Wintermute, all agreed. With no further business before the board, motion to adjourn by Trustee McInturff, seconded Trustee Schwartenberger, all agreed.

September 10, 2018

The McKean Township Trustees met in regular session September 10, 2018 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call. After the pledge to the flag, Trustee McInturff welcomed the audience.

AUDIENCE-County Commissioner Rick Black stopped in to say hello to the group and announce the rededication of the County Courthouse. It will be open Sunday, September 16 at 1:15. All floors except the top will be open for viewing of the remodel. The Child Support Agency will be open on Main St for viewing at 2:15. We thanked Commissioner Black for stopping in to our meeting.

ZONING-Tom Frederick stated he wrote 3 permits for the month and Sept. 20 is scheduled for the Snodgrass appeal. Tom then gave copies of notices of junk motor vehicles and nuisance items for the Davidson and Ronk residence.

ROAD SUPERVISOR-Doug Barr from Madison Township was present with a road equipment/lease agreement dated 9/10/18 to 9/10/23 for the trustees to review and sign. Motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to accept and sign the agreement. After the Madison Township Trustees sign the agreement, he will mail our copy. He stated all of the chip/seal was finished in Mary Ann, Madison, and McKean Twp. Terry stated the road crews worked well together. McKean road crew started chipping tree limbs on Timbuk Rd Thursday and finished up today. We rented a chipper for the work. Terry will check the culvert on Phillips Rd that was called in today by a resident. He stated that the culvert might need moved.

OLD BUSINESS-All agreed that the trash hauling complaints stopped. Chairman McInturff reported we were unable to submit Timbuk Rd or Chatham Rd for the OPWC grant monies this year. Licking County Engineer office was not able get the engineering requirement finished in the allotted time frame.

NEW BUSINESS- After review of the monthly bills and minutes, motion to accept as presented by trustee McInturff, seconded trustee Schwartzenberger, all agreed. The Trustees the discussed the road conditions. Motion to adjourn made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed.

August 13, 2018

The McKean Township Trustees met for the August 13, 2018 meeting with Trustees Schwartzenberger, Wintermute, McInturff, and Fiscal Officer Ellas answering roll call. Our road supervisor and zoning inspector also present. After the pledge to the flag, chairman McInturff addressed the audience.

AUDIENCE-Mike Snodgrass was present stating he would like to speak with zoning inspector Tom Frederick. Tom agreed that after the township zoning report he would talk with Mr. Snodgrass.

ZONING REPORT-Tom passed out the zoning permit report showing 19 permits issued to date. He then presented a resolution to the trustees, number 08-13-2018 to employ Kyle Anderson for the clean up job at 1344 Sportsman Club Rd. Trustee Wintermute moved for the adoption seconded Trustee Schwartzenberger, all agreed to the resolution presented.

REPORTS-The trustees reviewed the fund balance, loan balance, purchase order and blanket certificates and bank reconciliation reports. Motion to accept as presented by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed.

ROAD SUPERVISOR-Terry stated the workers and equipment should be in McKean in the next few weeks for the chip/seal work. This will include parts of north and south Lafayette, Phillips, Riley, and Mt. Herman. We will be ordering the #8 stone soon. The Trustees then discussed the trailer we had agreed to sell. We are still looking for a better replacement.

NEW BUSINESS- After signing all the bills and reviewing the prior month minutes, motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to accept the bills and minutes. The trustees then reviewed the amounts and rates for 2019 received from the County Auditor office. Motion to accept the amounts and rates as determined by the budget commission and on file made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed.

The Trustees then signed their agreement for 2018-2019 propane. With the sale of many cemetery lots recently, the trustees signed more deeds to have on hand. All Trustees and Fiscal Officer have been receiving calls about the current trash hauler. We had heard they lost several of their truck drivers. Trustee Schwartzenberger agreed to talk with our contact at Republic when our contact returns from vacation. Trustee McInturff recently attended the updates on OPWC applications for road improvements. They would be due in October. After discussion as to what roads would be eligible to submit, motion to try for Timbuk Rd and S. Chatham made by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed. Trustees signed proper forms requesting the County Engineer Office to work up the estimates and we have no guarantee the application can be completed and submitted timely to the state in Oct. July 9, 2018

The McKean Township Trustees met in regular session July 9, 2018 with Trustees Wintermute, Schwartzenberger, McInturff, and Fiscal Officer Ellas answering roll call. Road Supervisor Terry Holtz and Zoning Inspector Tom Frederick also present. After the pledge to the flag, our chairman moved onto the zoning report.

ZONING-Tom reported one permit written and gave copies of Resolution 07-09-2018 on file with the township. The resolution to declare and abate nuisance according to ORC 505.87 was to provide removal of any vegetation, garbage, refuse, and other debris from property on Sportsman Club Rd. After review Tr McInturff moved for the adoption of resolution 07-09-2018 seconded Tr Schwartzenberger, all agreed the resolution will be mailed. Motion made by Tr Wintermute, seconded Tr Schwartzenberger, all agreed to a $50 a month increase for the zoning inspector.

REPORTS-The Trustees reviewed their monthly reports. Motion by Tr McInturff, seconded Tr Wintermute to accept the fund balances, bank reconciliation, purchase orders and blanket certificates, all agreed. Granville Fire Dept had sent their quarterly report of runs into McKean Twp. We had 33 EMS and 26 fire runs. The solid waste district sent a resolution to all districts in Licking County needed to update their management plans. Motion by Tr Wintermute, seconded Tr McInturff, all agreed to update the solid district waste management plan per their resolution on file.

ROAD SUPERVISOR-Terry stated he would be finding out about the equipment needed to place another layer of 8’s on various portions of our roads. All trustees agreed we could rent a broom also needed for the work to properly be done. The trustees then discussed the trailer we have to haul equipment. Motion by Tr McInturff, seconded Tr Wintermute, all agreed to sell trailer on Gov Deals and purchase a better, safer trailer.

NEW BUSINESS-After reviewing all bills and minutes, motion by Tr McInturff, seconded Tr Wintermute, all agreed to accept the minutes and pay the bills. The trustees discussed the condition of our roads, noting most of the repair work should be completed in August. Our second mowing is finished. With no further business before the board, motion to adjourn by Tr Wintermute, seconded Tr McInturff, all agreed.

June 11,2018

The McKean Township Trustees met in regular session in June 11,2018 with Trustees McInturff, Schwartzenberger, Wintermute, and Fiscal Officer Ellas answering roll call. After the pledge to the flag, chairman McInturff opened the floor to the audience.

Audience-Two residents were in questioning the ditches along their road. It was then discussed what road they lived on in the township. When they stated St Rt 661, Tom gave them the name and number to contact at the State Highway Garage.

Zoning-Tom Frederick discussed the 3 permits issued for the month and had a nuisance letter for the trustees to sign. After reading and signing the letter, the trustees moved onto their reports.

Reports-The trustees reviewed the township bank reconciliation, fund balances, purchase orders and blanket certificates. Motion by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed to accept as presented.

New Business-The Trustees reviewed the amended Monroe Township Fire Dept contract. Our licking county prosecutor also reviewed and approved the contract. Motion made by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed to accept this contract between McKean Twp and Monroe Twp Fire Dept and all trustees signed the contract. The Fiscal Officer will return the signed contract on Tuesday.

Motion to pay all of the months bills and approve the minutes made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed. It was then discussed that work still needed done on the cemetery fence along St Rt 661. Trustee Schwartzenberger made a list of materials needed for the repair and the township will check on availability of prison workers to help with the repair. Trustee Wintermute will check on prices for chip/seal needed to repair some of the roads. The Trustees discussed that trash pick up has been an issue for residents where the county is replacing bridges on their roads. We hope that all their work will be completed soon. After discussion as to weather and road conditions, motion to adjourn by Trustee Wintermute, all agreed.

May 14, 2018

The McKean Township Trustees met in regular session Monday, May 14, 2018 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call. After the pledge to the flag, Chairman McInturff moved onto our zoning report by Tom Frederick.

Tom stated the certified letter had been mailed and 5 permits issued. He will soon schedule a zoning meeting to review several possible changes to our current zoning code.

The trustees reviewed the fund balances, purchase orders, blanket certificates, and bank reconciliation for the month. Motion to accept all made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed.

Road Supervisor Terry reported we currently have the Madison Township duropatch machine for the week and hope that the weather remains nice for us to complete our work on the roads. The mowing of the roads should be starting next week and the road employees spent a day working in the cemetery.

New Business-Motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed to accept the April minutes and pay the current bills. The Trustees then discussed roads in the township for the state issue project. It was agreed by all that we would not be submitting an application this year. June 12, 2017

The McKean Township Trustees met in regular session June 12, 2017 with Trustee Wintermute, McInturff, and Fiscal Officer Ellas answering roll call.  Absent was Trustee Schwartzenberger. Terry Holtz- Road Supervisor, Casey Curtis-Granville Fire Chief, and Doug Barr-Madison Township Trustee were also present for the meeting. After the pledge to the flag, Chairman McInturff opened the floor to the audience.

Granville Fire Chief Casey Curtis passed out a memo stating the latest news from the Fire Dept.  Their new fire inspector is Andy Saunders and all crews are now taking part in inspections.  Year to date runs into McKean Township were 28 EMS and 9 fire runs.  They are still moving forward with plans to relocate the station to South Main St at the village service garage site.

The McKean Township Trustees met in regular session May 8, 2017 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer answering roll call. After the pledge to the flag, the chairman opened the floor to the audience.

Judge David Stansbury, Municipal Court, was present to talk to the board about the use of workers in need of community service.  It was explained that Tony Phillips, Sheriff Deputy, was in charge of the workers Monday, Tuesday and part of Wednesday from 8-3:30.  The Trustees thanked him for stopping in and stated McKean would be interested in using a few and would contact his office.  The Zoning Commission members had just ended their work session and agreed to make one change to article 8, section 8.3 of our zoning resolution.  The word contiguous will be added to the road frontage to make it more coincide with residential zoning.
