  1. Pledge of Allegiance

Dannette McInturff called to order the regular meeting of the McKean Township at 7pm on Monday, January 17.

  1. Roll call

Fiscal Officer Lindsey Hoskinson provided prior months minutes.  One change to the minutes included changing the term “contiguous” to “non-contiguous” for the permit of Jeff Wollenberg.  Dannette asked Larry to reach out to the Planning Commission about questions regarding zoning on this issue. 

Jerry moved to approve the prior months minutes and Jeff seconded. conducted a roll call.

The following members were present:

Trustee Jeff Wintermute, Trustee Jerry Schwartzenberger, Trustee Dannette McInturff, Fiscal Officer Lindsey Hoskinson, Zoning Inspector Larry Hansel

GuestsBrad Cantwell of 661/North Street.  

  1. Brought forth ideas for the Township.  Interested in bringing more people to Fredonia at his residence to create a Paintball arena.  Dannette explained how zoning works in our township.  He also suggested bringing back Happy Apple Days and Dannette suggested he contact the MCO organization and contact Bill Davies.  
  2. Also 6657 North Street – shares drive with 6621 and 6617 residences.  Shared a concern.
  3. He also asked if we have a neighborhood watch program to check on elderly in the area.  Dannette suggested the MCO for this as well.

  1. Reviewing of prior months minutes

  1. Trustees – 

ZONING BOARD MEETING TO BE SCHEDULED

  1. March 14th will be Zoning Board Meeting.  Lindsey will mail out a notice to each member of the board and appeals board.  At this meeting, the Trustees will update them on their duties. 
  1. The Secretaries of both Boards will submit Minutes of meetings to the Fiscal Officer to be retained for township records. 
  1. Larry as the Inspector will answer questions and give guidance based on current interpretation of rules.  Larry cannot vote on issues.  
  1. The Trustees to do not guide or direct the Boards in their decisions, only on their responsibilities.
  1. The Members of each Board will attend meetings as they schedule them.  They will be paid a stiped for attending meetings which will be payable in December annually.
  1. Jerry provided the 2020 changes that were tabled to Larry for use at the March meeting.

    1. Reviewed time sheets.

Lindsey – Fiscal Officer Report

  1. Amended Certificate of Resources for 2022 signed and finalized by the Licking County Auditor.  Lindsey will have 2022 Appropriations ready by March pending the Hinkle filing.
  2. Bonds – Lindsey had her bond signing witnessed.
  3. All reports are current for OPERS, EFTPS, Ohio BWC, and Ohio Business Gateway.
  4. Credit card for Jerry will be here this week.  Will arrive in the township mail.
  5. 2020 Hinkle Reporting – Lindsey has a call set with Nina’s coworker to discuss filing this report this week.
  6. Ohio Health Consortium – John completed drug test.
  7. Property taxes were paid for the 3 Cemeteries and the township building.
  8. 2021 Mileage Certification signed and will be sent to Jared Knerr tomorrow via email.  Terry will do a culvert report.
  9. Lindsey reimbursed Larry and Jerry for their expenses for the OTA conference including parking, mileage, and tickets.

Discussion regarding HR policies, payroll, vacation time, etc.

Rumpke – Jerry moved to accept the Rumpke bid for an additional 3 years according to original contract terms with minimal increase.

Salt storage – discussion regarding poured walls and block walls.  Need to decide which is the best route to go.  Bids for salt buildings are coming in around $10,000 to $15,000.  With the addition of concrete, we estimate $30,000 total.  Further research is needed on this topic and additional estimates are coming.
