October 12, 2020

The McKean Township Trustees met in regular session October 12, 2020 with Trustees McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call.  Trustee Wintermute absent.  After roll call and the pledge to the flag, Trustee McInturff noted we had no audience present.

Zoning-The zoning inspector questioned the next meeting for the amendments and updates to our zoning resolution.  After discussion by the trustees, they agreed to set Monday, November 9, 2020 at 6:30 for their open public meeting to review the zoning. It will be published in the paper and posted at the building. 

Reports-Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to the balances, purchase orders, and certificates.  The Trustees then signed their letter to Mr. Downer in regard to his cemetery grave.

Road Supervisor-Terry stated our truck was at Cummins for repair and a culvert needs to be put in on Sunnyside.  Road mowing was then discussed.  Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to contract quick mow to finish 3 roads in our township. 

New Business-All monthly bills were reviewed and motion by Trustee McInturff, Seconded Trustee Schwartzenberger, all agreed to pay all.  After discussing the conditions of the roads and our new paving on S Chatham Rd., Trustee McInturff adjourned the meeting.

March 16, 2021

The McKean Township Trustees met as posted at 7pm on Tuesday, March 16, 2021 for the March meeting with Trustees McInturff, Schwartzenberger, Wintermute answering roll call.  Due to illness, Fiscal Officer Ellas was unable to attend.  The group was led in the pledge to the flag by Trustee McInturff.

Audience – Bev Hansel

Zoning – Zoning Inspector Larry Hansel reported the zoning appeals board had met earlier in the month and approved the variance request at 2567 Sportsman Club Rd for side yard set back to allow for an addition to the home.  Larry also stated he was familiarizing himself with the Twp computer and would be creating electronic files in addition to the physical paper filing system. 

Reports – Trustees reviewed the Lawn Maintenance Contract for the 2021 season and unanimously accepted the proposal by T3’s mowing.  They also passed and signed the financial resolution and documents provided by the Fiscal Officer for the new tractor and mower unit to be delivered by the end of the month.

Road Supervisor – Terry announced the resignation of the part-time road assistant who has moved to Florida.  He discussed the conditions of the roads.  The bad winter weather has wreaked havoc on all roads both paved and gravel.  He has been grading and patching as weather will allow. Terry is pursuing a replacement for the part-time road assistant and will update Trustees when a candidate is found.

New Business – Trustees discussed the possibility of renovating the Twp building meeting room to provide separate office space for the computer, desk and filing cabinets.  Trustees also discussed installing a property line fence at the township’s cemetery located across from the township building.

Due to the illness of the Fiscal Officer, Trustees agreed to meet again with the Fiscal Officer present to review reports and pay the bills. That meeting is scheduled for Thursday, March 25, 2021 at 6:30 pm.

After much discussion about road conditions, motion to adjourn by Trustee McInturff, Seconded by Schwartzenberger, all agreed.  Meeting adjourned at 8:15 pm

February 10, 2021

McKean Township Trustees met in regular session as posted in the paper and on building Wednesday February 10, 2021.  Both zoning boards held their organizational meetings at the building just prior to the trustee meeting.  Trustee McInturff, Wintermute, and Fiscal Officer Ellas answered rollcall with Trustee Schwartzenberger answering virtually.  After the pledge to the flag, it was noted no audience was present.

Zoning-The newly appointed zoning inspector was present, Larry Hansel.  He was reminded there would be an appeal board hearing at the building on the 18th as advertised in the paper. Larry reported that he had not written any permits to date. 

Reports-The trustees then looked over their given reports and bills to be paid.  Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to accept the reports and pay all of the bills 

Road Supervisor-Tires for the truck were discussed.  2 were needed at this time and recommended to get additional 2, which the trustees agreed.  All fence for the cemetery now has been rebuilt.  We will have to wait on the weather before putting up. Signs for the cemeteries were then discussed.  The mailbox on Dry Creek was replaced   Terry stated we currently were out of salt and would be getting more from Granville.  More snow is expected this week.

New Business-The county road mileage report was passed to trustees for approval.  Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to 25.895 of public road in McKean, which all signed.  After some discussion as to road conditions with the snow, motion to adjourn, all agreed.

January 11, 2021

The McKean Township Trustees met Monday, January 11, 2021 for their meeting with their masks on as requested.  Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call.  After some discussion with 2 residents about their zoning neighbor issue, the trustees started their meeting. 

Our meeting was then started with the pledge to the flag.  Motion made by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed to Trustee McInturff being the chairman for the year. 

Zoning-The trustees had discussed the zoning replacement with a resident and asked that he attend the meeting.  Larry Hansel was present and discussed the zoning inspector position with them.  Motion by Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed to hire Larry Hansel as the zoning inspector for McKean.  Trustee McInturff will update the township zoning website.

Reports-Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to the balances, and certifications.

Noting that our road supervisor was absent, the trustees moved onto the new business of the year.

After the review of the December minutes, motion to accept by Trustee McInturff, seconded Trustee Wintermute, all agreed. Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to pay the bills.

The trustees then reviewed and by motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to the all of the following: all cemetery rules and prices to remain the same, agreed to the few changes on the inventory, set our monthly meetings to remain the second Monday each month at 7:00, set any gas reimbursement for 56cents a mile, have all of the trustees to be over all of our roads, authorize the fiscal officer to request advances against any and all taxes collected and be able to reallocate with a fund.  All purchases over $500.00 to be approved by 2 trustees and fiscal officer, and keep current our credit card and expense reimbursement policies. 

Temporary appropriations were then made by motion of Trustee Schwartzenberger, seconded Trustee Wintermute, all agreed for the following:  Gen Fund-$11,000, Gas Fund-$6500, Motor Vehicle-$1500, and R&B $8000.

Issue 2 projects were then discussed by the trustees.  We would like to try for Riley, Wince, or Phillips.  The Trustees will discuss this with the county engineer office.  The zoning boards will be meeting next month at 6:30pm on township night to organize for the year and meet the new zoning inspector that was hired at this meeting. After much discussion as to road conditions, motion to adjourn by Trustee McInturff, all agreed.

December 14, 2020

The McKean Township Trustees met December 14, 2020 for their year-end meeting with Trustees Wintermute, McInturff, and Clerk Ellas in attendance, Trustee Schwartzenberger via electronic attendance, all answering roll call.  After the pledge to the flag by the group, the trustees asked for the zoning report.

Zoning-Stan had given out his monthly report of calls and permits.  After his report, motion by trustee McInturff, seconded Trustee Wintermute to go into executive session to discuss personnel issues.  The Trustees then joined the meeting and proceeded with business. 

Motion by Trustee McInturff, seconded Trustee Wintermute confirmed by Schwartzenberger asking Zoning Inspector Stan Robinson for his resignation effective December 31, 2020.  After discussion, the zoning inspector did tender his resignation effective December 31.  The Trustees thanked him for his work done with all of the filing and permits. The trustees also agreed by motion to give gift cards to the zoning boards for the year.

Reports-Motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to accept the reports as given.

Road Supervisor-Terry discussed the trees on Mt. Herman.  Trustee Wintermute had checked prices and $4-$5000 will take care of the problem and the township will proceed.  Trustee Schwartzenberger will order caps for the posts at the cemetery.  We have received many good commits since the fence was put back up and decorated for Christmas.  Thank you to Timbuk Farms for all of the bows along the fence 

New Business-Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to pay todays bills.  Our zoning boards were then discussed.  Terms of office for the Appeal Board has Mark Marston going off.  Motion by Trustee McInturff, Seconded Trustee Wintermute for Mark Marston to be on for another 5 years.  Dwight Zarhndt term of office for the Zoning Board has expired.  At this time Dwight Zarhndt will not commit for another term. Motion by Trustee McInturff, seconded Trustee Wintermute, for Lindsey Hoskinson to replace him on the Zoning Board for 5 years. 

Pay for 2021 was then discussed for the trustees.  Motion by Trustee Wintermute, seconded Trustee McInturff for the Trustees to be paid by salary.  Motion by Trustee McInturff, seconded Trustee Wintermute to set the 2021 meetings for the second Monday of each month at 7:00.

After discussion as to conditions of some of the roads motion to adjourn by Trustee McInturff, all agreed.

November 9, 2020

The McKean Township Trustees met in regular session November 9, 2020 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call.  The group was then led in the pledge to the flag.

Audience-John Hower-Rinehart-Walters-Danner Insurance representative for the township was present with the 2021 policy billing.  Our premium billing with discount will be $4536. 00 for 2021 for equipment, building, and liability.  The Trustees thanked John for stopping into their meeting.

Zoning-The zoning inspector stated he had several calls for the month and one property building without permits.

Reports-The trustees reviewed their reports for the month. Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to approve the bills along with the monthly reports. 

Road Supervisor-Terry discussed continued work to be done with the cemetery pillars for the fence.  Trustee Schwartzenberger agreed to meet with him Tuesday morning.  The Trustees then discussed the maintenance that was performed on the truck.  It is now completely done. They have been patching the roads.

New Business-Motion by Trustee McInturff, Seconded Trustee Wintermute, all agreed to pay all of the bills for the month.  Terry will forward the towing bill to the fiscal officer.  After much discussion as to road conditions and being ready for the winter months, motion to adjourn by Trustee McInturff, Seconded Trustee Wintermute, all agreed.

September 14, 2020

The McKean Township Trustees met in regular session September 14, 2020 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answering roll call.  After the pledge to our flag, the president moved onto the audience.

Audience-Mr. Downer was present asking if any determination had been made about a well at the cemetery and requested a separate statement about his grave.  Trustee McInturff stated we would be checking with the County Prosecutor as to the legal liability for the township and would get back with him.

Zoning-Stan Robinson gave each copies of the month business including letters that had been issued.  The Trustees agreed that south of Fredonia on St Rt 661 looked a lot nicer.

Reports-Motion by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed to the fund balances, purchase orders and blanket certificates.

New Business-Motion by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed to pay the monthly bills.   The trustees then looked over the Schedule A & B of levies received from the auditor office.  Motion by Trustee Schwartzenberger, seconded Trustee Wintermute all agreed to accept the resolution agreeing to the amounts and rates as determined by the budget commission and authorizing the necessary tax levies and certifying them to the county auditor for 2021.

Roads were then discussed.  Trustee Wintermute stated that Smalls would be coming to McKean later this week to start the work on the roads. A change order was presented to increase the depth of asphalt for South Chatham Road.  Trustees discussed and Trustee McInturff motioned to accept and approve the change order with the understanding the final total would be based on actual quantities from load tickets.  Trustee Wintermute seconded, all agreed.  Trustee Wintermute will meet with Road Superintendent T. Holtz and Smalls to layout the project.

Trustee McInturff agreed to talk to Mohican Valley rep about the final work needed at the cemetery on the fence. Additional grindings have been put on Lafayette Rd. Motion to adjourn the meeting by Trustee McInturff, all agreed.

April 10, 2018

The McKean Township Trustees met in regular session Monday, April 9, 2018 with Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer answering roll call. After the pledge to the flag and the chairman noting we had no audience attending, the trustees continued on with the business of the evening.

Zoning- Tom Frederick, zoning inspector, was present with copies of the eight permits and 2 lot splits for the month. He also agreed to set up a work session meeting with the zoning commission in the next couple of months. A revised schedule of permit fees for McKean township was then presented to the trustees. We all agreed these would bring us up to date with other township prices. After close review, motion to accept the new fee chart as presented and be effective 4/30 made by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed.

Road Supervisor-The trustees agreed they would review the road supervisor for 2018. After much discussion as to work ethic and capabilities of maintaining and running all of the township equipment, motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed to 50 cent an hour increase for the road supervisor.

Reports- The trustees then reviewed their bank reconciliation, purchase orders and blanket certificates, and fund balances for the month. Motion to accept as presented made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed. It was then discussed and agreed that an additional principal amount will be applied to our loan next month after receipt of our property tax monies.

New Business- Motion made by Trustee McInturff, seconded Trustee Wintermute, all agreed to pay all the monthly bills and accept the monthly minutes. After some discussion about current road conditions, motion to adjourn by Trustee McInturff, all agreed.

March 12, 2018

The McKean Township Trustees met March12, 2018 with all Trustees and Fiscal Officer answering roll call. Also present for the meeting were zoning board members, appeal board members, the zoning inspector and road supervisor. After the pledge to the flag, Tom Frederick, new zoning inspector, presented his bond to the township trustees then introduced himself to zoning members Julie Vanwey, Dean Grubaugh, Tom Bruce, and Brian Neely. They all agreed they would have a meeting in the next few months to discuss issues on zoning. Motion by Dean Grubaugh for Tom Bruce to be the chairman and Beverly Keener to be the secretary of the appeal board, seconded Julie Vanwey, all agreed.

Audience-Doug Barr was present to discuss chip/seal. All agreed that the current chip/seal needs patched before any additional chip/seal would be started.

Reports-The fund balances, purchase orders, and blanket certificates were then reviewed. Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to approve as presented. The Fiscal Officer stated the annual financial report was complete and filed with the state and is available at the office of the Fiscal Officer.

Road Supervisor- Terry agreed to be checking on all grants for a salt storage building for next year. We will place #57 gravel on the cemetery drive. The Trustees then discussed updating an office at the township building. Trustee McInturff had contacted the state about membership in the cooperative purchasing which would help in pricing. After discussion, motion for resolution (on file) to allow McKean Township to enter into the agreement made by Trustee McInturff, seconded Trustee Wintermute, all agreed to the resolution and paying the $100.00 fee. The township will talk with Spectrum about price for internet for the building and motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to approve $1300.00 for a computer, monitor, and printer.

New Business- Motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to pay the monthly bills and accept the minutes as presented. Quick Mow had sent out the 2018 contract. After much discussion as to roadside mowing in the township, motion by Trustee Wintermute, seconded Trustee McInturff, all agreed not to use Quick Mow this year. The Trustees then discussed Cat Run Road. We had received an unsigned letter with many resident names and addresses listed requesting the road paved. McKean has no right of way on the road. The trustees agreed they would try to answer the letter.
After more discussion as to road conditions, motion to adjourn by TrusteeWintermute, all agreed.

February 7, 2018

The McKean Township Trustees met for their meeting Wednesday, February 7, 2018 as posted on the web and the front door of the township building. Trustees McInturff, Wintermute, Schwartzenberger and Fiscal Officer answering roll call. After the pledge to the flag by the group, Chairman McInturff acknowledged the attending audience.
AUDIENCE – Attending from Granville were Trustee VanNess and Fire Chief Casey
Curtis to discuss the current fire contract between Granville Twp Fire and McKean Twp. The Licking County Prosecutor office had drafted the contract with a few updates as required by law. Resolution 2-7 made by Trustee McInturff, seconded Trustee
Wintermute, all trustees agreed to accept the contract and signed. Two contracts given to Fire Chief Curtis for Granville Trustees to sign and return one for our file. It was noted the contracts were for 5 years and Chief Curtis stated Granville made 128 runs into McKean during 2017. The Trustees then reviewed the Monroe Twp fire contract drawn up in the same manner. Resolution 2-8 made by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to accept the contract and signed. Both copies will go to Monroe Trustees to sign and return one to McKean. The Trustees thanked Granville for attending their meeting.
Tom Frederick, McKean zoning helper was present to discuss an ongoing problem of junk motor vehicles and nuisance yards throughout McKean Twp. He explained that agriculture was not exempt from nuisance properties. It was discussed that McKean Township would be pursuing action according to the law and with the help of the Licking County Prosecutors Office on property lots 1151, 1133, 1069 in Highwater. It was then discussed the need for a new zoning inspector. After much discussion, motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed for Tom Frederick to be the zoning inspector on salary for the first six months. The Fiscal Officer will order the bond needed, locate a building key, and complete any other paperwork necessary.

REPORTS — After review, motion by Trustee Wintermute, seconded Trustee McInturff, all agreed to accept the reports they had received.

NEW BUSINESS — The trustees then signed all bills and motion by Trustee McInturff, seconded Trustee Schwaqtzenberger, all agreed to accept the bills and minutes as presented. The trustees discussed conditions of the roads with all of the snow we had. We are very low on salt as is all agencies in Licking County. They also noted that Philips Rd c/s was falling apart from all of the truck and semi traffic. We will.re-schedule our road trip in March. With no further business before the board, motion by Trustee Schwartzenberger, seconded Trustee McInturff, all agreed to adjourn the meeting.
