Trustee McInturff called to order the regular meeting of the McKean Township at 6:54pm on Monday, February 9th. The following members were present: Trustee Wintermute absent. Cemetery Assistance Bev Hansel absent. Guest Attendance – 15 guests in attendance. Sign-up sheet provided. Vicki Baxter – Realtor Asked for updates on Commercial Zoning. Chair Jim Bidigare provided an update on our Comprehensive plan. Trustee McInturff stated that we are several months away from completing this. Trustee McInturff stated that there is a re-zoning application of $600 and only the current property owner can apply. Jim Bidigare – resident, Chair of Zoning Commission The Zoning Commission is ready to move forward with a March 10th hearing for the proposed changes to the Comprehensive Plan. Chair Bidigare will be forwarding an electronic version to the Trustees of the final plan. Chair Bidigare provided two motions: Trustee McInturff moved that the McKean Township Trustees have received these two motions. A vote was conducted on both and passed with aye votes. Michael and Julie Quinn – Zoning Commission, newest member Jeff and Kimberly Kling – Non-Resident Property Owner of 4578 Philipps Road Submitted a signed notice to the Board of Trustees regarding a fence dispute. Trustee McInturff will share the letter with the County Prosecutor. Philipps Road Residents with questions about a potential Subdivision and useage of Land owned by Jeff and Kimberly Kling Brian Lemert – resident, Ben Pulley – resident, Alex Wall – resident David Harper -resident, Chuck Dyer – resident, Scott Cavagnard – resident Michael and Jean Luciano – resident, Jeff Michael – resident General Business January Minutes were Reviewed and Approved as Submitted. Trustee McInturff moved to approve minutes and Trustee McLaughlin seconded the motion. The Bank Reconciliation was provided and reviewed by the Trustees. All Trustees signed and approved the reconciliation. Bills and Checks were reviewed and signed for Approval. Trustee McInturff approved and Trustee McLaughlin seconded. Condition of new truck – PTO issues with the new truck required it to be towed and repaired. He feels as though that has been complete. Interior insulation complete in the shop. The heater is fixed and the scaffolding will be going back tomorrow. This should reduce the propane expense due to improved heat retention. Trustee McInturff will be contacting AK Construction regarding the guide wire in the salt barn. It needs repaired and she will call to determine next steps. Bradd will be moving snow tomorrow and start working on filling holes. No signs have been damaged, but they did damage a mailbox. Old supply of salt is gone and have not gotten into this years’ yet. Bradd also said he’d like to get a quote from Hei-Way for cold patch. Bradd tendered his resignation at the end of February, provided a resignation letter as such. Larry provided his Zoning report which included 3 permits. Larry provided a Speed Limit resolution from the County Engineer, that they have reduced the speed limit on Sportsman Club Road to 45 miles per hour. He also provided a Resolution regarding utility repair plans on Crosley Road and Chestnut Hills Road. Zoning Commission Chair Jim Bidigare presented to the Board of Trustees The Resolution to Initiate a Text Amendment of the Zoning Resolution. The Board accepted and the statutory timeline for processing has now begun. Chair Jim Bidigare will forward to the Licking County Regional Planning office within 5 days. The Zoning Commission will hold a public hearing within 20-40 days Chair Bidigare also presented to the Board of Trustees Resolution to update the Comprehensive Plan Zoning Map. The board accepted and chair Bidigare will notify Crossroads accordingly to include the update.. Nothing to report. Trustee McInturff provided an updated Employee Handbook for review and acceptance. Trustee McLaughlin moved that we adopt the updated employee handbook, seconded by Trustee McInturff. This Handbook will be provided to any applicant for Bradd’s position. We have at least one applicant for Bradd’s position. We will meet at 6:30p to interview any potential candidates. Any applicant will need to complete an employment application. Fiscal Officer Hoskinson will email out our application. Trustee McInturff stated that ELM Recyling was sold and we will need to resubmit items to them for our account. Fiscal Officer Hoskinson provided the Mileage Certificate which was signed and will sent to the County Engineer. Crossroads Planning has sent a proposal to us for additional work to be completed and what their expense will be to assist with this. The cost includes their attendance at two hearings. Trustee McLaughlin moved and Trustee McInturff seconded that we accept the proposal not to exceed $3,500. Fiscal Officer Hoskinson provided a Resolution to pay accounts online via ACH.
