Trustee McInturff called to order the regular meeting of the McKean Township at 8:00pm on Wednesday, August 19th. The following members were present: Trustee McLaughlin moved to approve the July Minutes, Trustee McInturff seconded. None General Business The Bank Reconciliation was provided and reviewed by the Trustees. All Trustees signed and approved the reconciliation. Bills and Checks were reviewed and signed for Approval. Trustee McInturff approved and Trustee Wintermute seconded. Chris gave his roads report. He provided a detailed list since last meeting Equipment Updates: He shared updates on the F550 and concerns about the tires and their quality. They also shared concerns about the Snow Dog jacks cutting edge pads on the snowplow. We need to replace them as they collect water and have not worked correctly for years. The estimate cost is $575 apiece. He obtained a quote on the Road Broom for $4,500. We tested it and would like to purchase it. It will be used for ditching, when we do berm work, etc. We acknowledged that we will not use all the funding for Small’s so we can use funds within this allocation to pay for the Broom up to $4,000. Road Updates: They finished the ditching on Philipps to the Kling residence. There is also a lot of dirt and mud on the road that they have pushed back into driveways to prevent further issues on the road. Trustee Wintermute shared he has the contact information for one resident who is working through this issue on Dry Creek Road. He is willing to work with us and correct the problem so that his driveway is graded, but the road isn’t a mess. He will reach out to him to correct. Hot patch needs to be installed on Riley Road and South Lafayette so that Small’s can start their chip and seal project. ODOT called about more available millings. We can use the existing millings for a base for a road now or wait and use them for Hankinson Road. The bridge on Lundys Lane will start in one month. Our crew would like to cold patch from the bridge to 661 where it has been torn up from trucks. The culvert on Liberty Church is plugged and they will be cleaning it out soon. They have been finding many unmarked culverts or catch basins in the Township. They want to purchase additional posts and reflectors. Trustee Wintermute recommended using fiberglas reflective posts or small orange markers. They are much cheaper than the reflective posts. Monroe Township shared they applied for a Road Grant and obtained significant funding. He suggested we apply for this as well. He also said they receive grant money annually for fences and tombstones, grant money for the equipment, etc. There is a road issue at Lafayette Road which needs addressed. Trustee McInturff will send an official letter. Cemetery Updates: The tree at the cemetery was cut down by Terry Hysong’s crew so now the graves are not covered by the shadow and branches. He also shared a concern about a resident dumping tree branches in the right away. The base is installed for the flag pole at the cemetery. It needs to sit for a week to cure before they install the actual pole. This may need to be extended with the rain we are having. Chris created a speadsheet about the cemetery pricing for all Townships. He would like us to see what other townships charge and decide if we need to re-evaluate what our fees are. Fiscal Officer Hoskinson stated that we last adjusted our fees in February 2026 and that we need to look at this annually at our Organizational Meeting in January. The main item we should consider changing is Saturday funerals at this is now an option. Trustee Wintermute asked if we could adjust these fees now and we said we can. He recommended we charge a higher fee for gravesites for residents and non-residents, as well as a Saturday closing. All fees were discussed and amended as needed. A new schedule was printed and provide to Bev. Larry provided his Zoning report for the month. We reviewed one permit that needs additional information before we can determine the property qualifies as Ag. We also reviewed direction from the county prosecuting attorney about 3 issues with residences and nuisances. We have sold 2 lots and also have a burial this weekend. The Trustees shared concern from the Planning Commission about our Zoning Comprehensive Planning report. They found many errors and are unwilling to move forward with its review. They are asking for a Trustee to meet with Crossroads and their attorney, the Planning Commission, and the county prosecutor. The question was asked as to if this should cost us anything in addition. We are hoping it will not because Crossroads is being asked to defend their work. Trustee McLaughlin will represent our Township in this process.
