  1. Pledge of Allegiance

Dannette McInturff called to order the regular meeting of the McKean Township at 7pm on Monday, April 11.

  1. Roll call

The following members were present:

Trustee Jeff Wintermute, Trustee Jerry Schwartzenberger, Trustee Dannette McInturff, Fiscal Officer Lindsey Hoskinson, Road Supervisor Bradd Bruce

Absent:  Zoning Inspector Larry Hansel

  • Reviewing of prior months minutes

Fiscal Officer Lindsey Hoskinson provided prior months minutes.
Dannette moved to approve the prior months minutes and Jerry seconded.

  1. Guest Discussion

Jim Bidigare asked questions regarding our zoning and encouraged the update of our Zoning Resolution and Comprehensive plan.  He also expressed thanks for the work the Trustees are doing.

  1. Old Business and Reports
    1. Road Supervisor Bradd Bruce –

 General

  • Bradd has been here 2 weeks. Bill Waller started today 4/11/22.

Roads

  • Shared challenges with roads, including water problems and potholes. Jeff provided direction materials to purchase.
  • Issue with drainage that needs fixed near a residential property. Ditch needs cleared and expanded.
  • Has been using the Road Grader to remove wash boarding in roads.
  • Hankinson Road has narrowed and needs some widening.

 Projects

  • Road to MCO building and ball fields to be graded by Bradd.
  • Suggested to Bradd to purchase flags to mark where roads need work.

 Skidloader

  • Bradd is pricing a Case Skidloader and will share pricing with Trustees. Any decision on purchasing a hood for the backhoe is tabled.
  1. Zoning Inspector Larry –

Not in attendance.  Report shared by Jeff regarding current zoning issues.

  1. Moved to go to Executive Session at request of Bev Keener.

Bev Keener resigned from her position on the Zoning Board of Appeals.

  1. Trustee Reports

Dannette moved that the Comprehensive planning committee reconvenes.  She also moved that the Zoning Boards will meet monthly to address the Comprehensive Plan and other Zoning issues.  Trustees, Zoning, and Zoning Appeals Board to meet Monday, April 25th @ 7pm.

Approved by all Trustees.

Jeff discussed the purchase of a water softener and a new furnace for heat and air conditioning.  Both of these could qualify for use of ARPA funds.  Jeff discussed plans for a concrete pad for the salt building.  He will get quotes from 3 companies for all improvements.

Health Insurance for full-time employee Bradd Bruce will be offered on an 80/20 cost share.  It will be effective May 1st.  Dannette will follow up with Bradd.

Jerry Schwartzenberger moved to pay Terry Holtz 69 hours of comp time at the regular rate and 12 hours of vacation time at a regular rate.  This payment is after his last day of employment.  Seconded by Jeff Wintermute.

Dannette abstained.

  1. New Business
    1. Fiscal Officer updates and reports –
  • Loan balances shared with Trustees.
  • UAN Payroll Conversion Worksheet update
  • Retired Bonds – Phyllis Ellas (Fiscal Officer), Lindsey Hoskinson (Deputy Fiscal Officer.)
  • Fire and EMS payments to Monroe Township and Granville Township.
  • Terry’s Credit card was cancelled and Bradd’s should be here soon.

 Motion made to pay bills made by Jerry Schwartzenberger and seconded by Dannette McInturff.

  1. Dannette brought forth the policy revisions for a proposed HR policy. Trustees to review and vote to accept at next meeting.
