  1. Call to order, Roll Call, and Pledge of Allegiance

Dannette McInturff called to order the regular meeting of the McKean Township at 7:00pm on Monday, April 14th.

The following members were present:

  1. Trustee Jeff Wintermute, Trustee McInturff, Road Superintendent Bradd Bruce, Fiscal Officer Lindsey Hoskinson, Zoning Inspector Larry Hansel, Cemetery Assistant Bev Hansel.

The following members were absent:

Trustee Jerry Schwartzenberger,

Approval of March’s minutes, moved by Dannette and seconded by Jeff.

Guests Attendance and Discussion –

  • Darcy Cook, Licking County Prosecutors Office, Chief of the Civil Division Came to introduce herself and visit with us. She has been a felony prosecutor most of her career, then worked with Medicaid fraud.  She came to Licking County just over 2 years ago.  She is excited to work with us!

 Dannette explained how we interact with the Prosecutors office in the past and that we have our own Legal Counsel we work with as well.

  • Jennifer Pagnanelli, Resident who lives on Cat Run AND Tracy Gardner, Resident who lives on Cat Run

They have questions about when we can chip and seal their road.

Trustee Wintermute addressed the costs of road maintenance and what we have in our Budget to spend on roads per year.  Fiscal Officer Hoskinson also addressed our budget decrease from 2024 to 2025.

Both Trustee Wintermute and McInturff explained that we will be applying for Issue 2 Funding to help pay for Road work that needs done.  Trustee McInturff explained how Issue 2 Funding works and how points are awarded for road work.

Trustee McInturff also explained why the road itself is probably not eligible for tar and chip due to the fact that it runs along a river, the tree cover doesn’t let the road dry out, and the road itself is not conducive to this kind of surface.

Trustee Wintermute also explained the work that has been done to the road thus far and what other roads may take precedence over Cat Run.

Tracy Gardner asked about what can be done for Dust Control and Potholes.  Road Supervisor Bruce explained that we currently are using Asphalt Grindings.

  • Rob Small, Small’s Asphalt Paving – came to support his Bid

A review of Bids for Proposed Road Improvements was conducted by the Trustees.  Prior to this meeting, Trustee Wintermute met with 3 companies to provide scope of work needed.

Small’s Asphalt Paving Inc. bid is complete.

Mid-Ohio Paving’s bid is incomplete.  They did not attend the meeting.

The Shelly Company did not provide a bid.

Trustee McInturff stated that we need to have a Majority vote of all 3 Trustees to make this decision.  She would anticipate we call a Special Meeting to pass a Resolution.  Rob stated that would be best so that we can get on their schedule.

  1. Township Roads Report – Bradd

Grading and Cold Patching has been occurring.  Plan to start ditching pending the weather. Ceiling in the shop is fully finished.

  1. Zoning Report – Larry

Shared Zoning Activity up to April 14, 2025 to include permit requests and other questions from the month.

  1. Cemetery Report – Bev Hansel

Bev was contacted by someone who would like to sell us back 4 plots.  Fiscal Officer Hoskinson will research how we do this.

Trustee Wintermute would like a Community Workday for Old Colony Cemetery. He would like to Some of the headstones need propped up and some maintenance general needs done.

  • Fiscal Officer Report – Lindsey

Trustees and Fiscal Officer reviewed and approved prior months Receipts, Payments, and Fund Activity.

Checks were signed and Electronic Payments were approved.

No additional reports.
