The McKean Township Trustees met Tuesday, January 14, 2020 as posted on the front door and glass case. Trustees Wintermute, McInturff, Schwartzenberger, and Fiscal Officer Ellas answered roll call. After the pledge to the flag by the group, Trustee McInturff presented her signed bond. The Fiscal Officer then opened the floor for nominations of chairman for the 2020 meetings. Motion by Trustee Wintermute, seconded Trustee Schwartzenberger, all agreed for Trustee McInturff to be the chairman.

Audience-Chris Meyers was present to discuss his property which adjoins the township cemetery on Sportsman Club Rd. His property was surveyed by Willis Surveying and presently at the County Engineer office being verified. Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to table any further discussion on the property dispute until February meeting giving time for all to research with the County Engineer and County Prosecutor. Resident Mr. Wahl stopped in to acknowledge he had received the zoning letter about his vehicle in the front of his home. The Trustees stated that any non-running vehicle parked on property for long lengths of time must not be seen from the road. Mr. Wahl stated when weather permits it will be moved.

Reports-After reviewing the balances and reports, motion to accept as presented by Trustee Wintermute, seconded Trustee McInturff, all agreed.

Road Supervisor-Terry could not make the meeting but left notes for the Trustees to review. Prices to sandblast, prime, and paint the cemetery fence were approximately $4800.00 for one company and $7600.00 for the second. Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed to pursue the lower price not to exceed $5000.00. We will price getting the amount of metal to repair before sending the fence out for the painting. The notes also stated the Cat was not working properly. The Trustees agreed he was to contact Cat.

New Business-The Trustees were given the mowing contract for 2020 submitted by T3’s mowing. Acknowledging that their service last year was great and the price had not been increased, motion by Trustee McInturff, seconded Trustee Wintermute, all agreed to sign the contract for mowing of the cemeteries and township yard for $6500.00 for 2020. The Sheriff office report for the year showed 353 runs into McKean Township during 2019. The road workers wages were then discussed. Motion by Trustee McInturff, Seconded Trustee Schwartzenberger, all agreed to give the Road Supervisor 50cent an hour raise and the part-time worker 25cent an hour raise to begin April. Motion by Trustee McInturff, seconded Trustee Wintermute to approve the bills for the month and minutes. The following rules and regulations for the year were then reviewed and motion to accept all as follows by Trustee McInturff, seconded Trustee Wintermute, all agreed:

The cemetery rules and prices to remain the same,

Make the necessary changes to the township inventory with the new truck,

Set our 2020 meetings to be on the second Monday of each month, 7:00pm with any change to be posted on the front of the township building,

Set the gas reimbursement at 58 cents per mile for business outside of our township,

Set the road jurisdiction that all trustees to be over all of the roads in the township,

Request that zoning appeal board and zoning commission board members meet in January to organize for the year and any member missing 2consecutive meetings to be reviewed by the board,

Authorize the Fiscal Officer to request advances against any and all taxes collected or in the process of collection for McKean Township and also reallocate money within a fund,

All purchases over $500 to approved by 2 trustees and fiscal officer,

Adopt the new expense reimbursement and credit card policy,

Request that any copies of anything asked for by residents to be in writing and we will charge accordingly and to continue with the original record retention policy on file.

The Fiscal Officer asked for the following temporary appropriations so today’s bills could be paid: General Fund-$ll000, Gas Fund-$6500, Motor Vehicle-$1500, Road and Bridge Fund-$8000. Motion by Trustee McInturff, seconded Trustee Schwartzenberger, all agreed for the appropriations.

After some discussion as to weather and road conditions, motion by Trustee Wintermute, seconded Trustee McInturff, all agreed.
