  1. Pledge of Allegiance

Dannette McInturff called to order the regular meeting of the McKean Township at 7:00pm on Monday, January 16th.

  1. Roll call and Guests Discussion

The following members were present:

Trustee Jerry Schwartzenberger, Trustee Dannette McInturff, Trustee Jeff Wintermute, Fiscal Officer Lindsey Hoskinson, Zoning Inspector Larry Hansel, Assistant Bev Hansel, Maintenance Supervisor Bradd Bruce

Guests:  Kayla Jones, Comprehensive Planning Secretary; Kevin Campbell, resident;  Kurt Nightingale, resident.

Jeff moved and Jerry seconded that Dannette remain President and Jerry remain Vice.  Jeff also moved and Jerry seconded that we maintain the current meeting schedule which is the 2nd Monday of the month at 7pm.

Phone, credit card, and Cemetery rules and prices remain the same for 2023.

Kayla gave an update on the Survey for the Comprehensive Planning committee.  We have received over 151 responses so far.  The survey closes on the 15th and will be shut down the 19th.  The committee will meet February 20th to start reviewing results.  A Public Hearing will be held to post and review the results of the survey.

  • Township Roads Report

New HVAC (furnace and A/C) is installed and new Amps installed as well.

Bradd and Bill repaired the hood on the minihoe.  There are also issues with its’ functionality so Bradd is having Ohio CAT look at it for potential repairs.

The roads are in need of asphalt grindings.  Potholes are being fixed as well.  Discussed materials to purchase for future.

The strobe light on the F550 needs replaced.  Lindsey provided Bradd a tax-exempt form he can use for purchases.

Bradd and Bill attended a class on asphalt types and maintenance.  They may be trying new products and discussed some options from Strawser.

Electrician will be putting lights in the salt storage area.  Bradd and Bill continuing to work on repairing the old salt storage area.  Electric will be upgraded this month for the A/C to be hooked up.

Jeff also brought up the need to have increased cell phone coverage.  Dannette will look into issues with the internet.

  1. Township Zoning Report

Larry provided his report for the month and it is in the township records.

Larry requested we replace the permit for the culvert online with a variance permit instead.  Kayla will coordinate with Dave (new website provider) to make this change.

We have a Variance request coming up for a shared driveway to support a future split off a 15 acre parcel.  He is also requesting a culvert be removed.

Larry asked about our signage to see if it’s appropriate for our needs.  Kevin shared that the Facebook group we post on is the most helpful thing in the Township he has seen in a long time.

Cemetary Report

Bev found a plaque that belongs on a headstone of Albert Huffman.  Dannette moved and Jerry seconded that the township pay to affix this to his headstone.

  1. Reviewing of prior months minutes

Fiscal Officer Lindsey Hoskinson provided prior months minutes.
Jerry moved to approve the prior months minutes and Jeff seconded.

  1. Fiscal Officer Reports

Presentation of prior months reconciled bank statement, fund activities including prior months’ receipts and payments.

 New bills provided for review to be paid at tonight.

Motion made to accept these financials, bills paid and provided at meeting tonight, and payroll made by Dannette McInturff and seconded by Jerry Schwartzenberger.

Discussed Temporary Appropriations and Budget planning for 2023.  The need to dig deeper into budget planning is imperative and can be done now with the information we have in the system.  We will start our February meeting at 6pm to conduct business and then spend the rest of the meeting on the Budgeting and Reporting.

Lindsey provided –

  • County Mileage letter to be certified by County Auditor
  • The Coshocton Fairfield Licking Perry Solid Waste District survey was completed and will be mailed.
  • Monroe County EMS service agreement signed.
  • Shared the list of delinquent property taxes in the township.
  • Discussed a Right-of-Way Permit process for culverts, etc. Once we establish our process we need a Resolution.  Further discussions will occur.
  • Jerry will be attending the Health District Advisory Council meeting March 6th
