  1. Call to order, Roll Call, and Pledge of Allegiance

Trustee McInturff called to order the regular meeting of the McKean Township at 7:00pm on Monday, July 14th.

The following members were present:

  1. Trustee Jeff Wintermute, Trustee McInturff, Trustee Schwartzenberger, Fiscal Officer Lindsey Hoskinson, Zoning Inspector Larry Hansel, Cemetery Assistant Bev Hansel.
  2. Absent: Road Superintendent Bradd Bruce

Minutes were Reviewed and Approved as Submitted.

Bills and Checks were reviewed and signed for Approval.  Trustee Schwartzenberger approved and Trustee McInturff seconded.

  • Included downpayment for security system. Dannette will call to get the installation scheduled.  Cameras will be outside the building.
  • Included Dry Creek Road fix by Lindsey Farm Services.
  1. Township Roads Report – Bradd

Written Report provided by Chris Lantz and Bill Waller.  Lindsey will include this in the Minutes.

Chris Lantz shared with Trustee Wintermute that we need to order more signs as we have no inventory.  He also wants to put a rack up to hold these.  Trustee Wintermute shared that we need to also replace all of our McKean Township signs.  Trustee Schwartzenberger will contact a supplier for these signs.

Trustee Wintermute gave the following information on the road project:

Small’s will begin work on the 2025 Road Improvement project tomorrow.

The original bid was Lundys to Dutch with hot mix.  Have changed to just chip seal that and do the hill past Matt Wright’s drive on North Chatham.  This will add $11,000 to the bid cost which we will need to pay out of pocket.

Where Cat Run and Dry Creek Road meet, they will need to do an additional transition to the road so trailers do not drag.  Total bid should not exceed $403,000 given these changes.  Trustee Wintermute forwarded the new estimate with the change orders.  The Trustees signed the original bid today 7/14/2025.

  1. Zoning Report – Larry

Shared Zoning Activity up to July 14, 2025 to include permit requests and other questions from the month.

Larry asked questions regarding a potential violation for a Square Footage discrepancy.  Trustee McInturff asked that he reach out to the County Engineer for measurements.

  1. Cemetery Report – Bev Hansel

Bev asked about applying for the Cemetery Grant.  She would have a use for the funds as we have talked about another sign for the cemetery and other supplies.

  • Bev and Lindsey will start the process.

Bev shared there is a resident who called because they did not want their plots to be near the road and they ended up being sold plots near the road.  She would like to turn in 2 of those plots and get 2 other plots farther back.

  • Trustee McInturff stated that she would need to turn in the 2 deeds that she no longer wants and we can do 2 new deeds once we have those back. A $25 fee applies for the work and the transaction.
  • Fiscal Officer Report – Lindsey

Trustees and Fiscal Officer reviewed and approved prior months Receipts, Payments, and Fund Activity as well as the Bank Reconciliation.

Fiscal Officer Hoskinson presented the loan and bond documents from Dinsmore & Shohl, LLP and Park National Bank for the 2025 Road Improvement Project.  The Trustees signed all documents.  Fiscal Officer Hoskinson will send the documents as needed tomorrow.

  1. Trustees Report

Trustee Schwartzenberger shared a proposed Resolution which will vacate all Alleys in Highwater.  All Trustees signed the Resolution including the Fiscal Officer.  Trustee Schwartzenberger will take the Resolution to the County Commissioners Office for final signatures and return a copy to Fiscal Officer Hoskinson at next meeting.
