Trustee McInturff called to order the regular meeting of the McKean Township at 7:00pm on Monday, June 8th. The following members were present: Trustee McLaughlin moved to approve the May Minutes, Trustee McInturff seconded. Chris and Kathy Howalt – they here to ask about the Road closure at Lundys Lane. They cannot access their driveway easily and trash is not being picked up at their home. Roads Crew Chris Lantz stated that it is up in the air until the county engineer gets the right away or easement from the landowners to expand the bridge on both sides. The bridge is unsafe and the county is afraid it will collapse. There is a culvert to be installed and the bridge is #1 on the county to be repaired, but without the proper approval from landowners, they cannot replace the bridge. Trustee McInturff shared who they should speak with about their concerns at the County government level. General Business The Bank Reconciliation was provided and reviewed by the Trustees. All Trustees signed and approved the reconciliation. Bills and Checks were reviewed and signed for Approval. Trustee McInturff approved and Trustee Wintermute seconded. Chris gave his roads report. He provided a detailed list of everything he has done since he started. He provided a detailed list of material pulled from the stockpile and which road he applied material to. He will provide a report monthly to the Fiscal Officer so she can track what we have spent on the roads per road. He explained what is being done with the mowing and spraying. Trustee McLaughlin shared what we can do in the winter to prevent the Hemlock from returning. Chris shared that they bought a flagpole for the cemetery. They have volunteers that will help install the pole (Brent Lindsey will donate time with his backhoe and Tim & Tom Law will donate time with their auger). There is a dead elm tree in the back of the Southeast corner of the cemetery that needs cut. Trustee McInturff asked if it needed outsourced or if they thought they could handle it. Chris and Travis showed the Trustees photos of the location. Trustee Wintermute recommended Terry Hysong and provided his phone number to Chris. The County cut us off of Cold Patch as they are low on supply. The Trustees shared other options for purchase so the Roads Crew can continue to use this for road repair. Chris will call options tomorrow. The roads crew also asked about mowing help as they are typically split up during the day. We discussed repairs and maintenance expenses to see where the Budget allows us. We compared road expenses 2025 January through May ($80,000) vs. 2026 January through May ($140,000). We discussed what other items need major repairs. We recognize that there has been a lot of deferred maintenance for many years and that these expenses are bringing items up to normal standards. Chris outlined 3 items that still need repaired on trucks in the shop. Trustee McLaughlin provided advice on these repairs. Larry Hansel, Zoning Inspector, has mowed in the past for the Township and will mow for us now as well. Larry provided his Zoning report which included 1 Zoning permit. He also met with another resident who asked for a permit, but Larry asked for additional detail. Two properties will probably go into foreclosure next year due to tax liens. He provided information regarding the locations and addresses. Larry provided an update on a resident who was burning trash and other items on Dry Creek Road. He has asked them to clean up the property and he sees that they are. He shared an update on another resident who also needs to clean up the property and he is working with the county prosecutor to provide communication. He received one call for a lot split on Chatham Road and he gave them direction on how to split the property into 2 lots. She received questions about Silk flowers. Trustee McInturff shared that during the growing season from April to September there silk flowers will not be permitted due to mowing. We do not want the flowers to get caught in the mower blades. There are some exceptions as outlined on our document hanging outside. Trustee McInturff recommended a shepherds hook with basket to keep them off the ground. Trustee McInturff reached out to the Licking County Planning Commission for update on our updated Zoning Resolution which they have had for review since February. He gave a description of issues found and stated they will send a list to us within the next 10-14 days for review and so that we can start the formal adoption process. There were law changes in April that adjusted the Ohio Revised Code so we must modify our document. There were also conditional use modifications and definition adjustments. The Zoning Commission will need to meet to address these items. Trustee McInturff shared we should send the list to Crossroads for review as well since we employed them to make the document compliant. Trustee McLaughlin agrees. Trustee McLaughlin and Wintermute agree with Trustee McInturff’s thoughts to forward the list to Crossroads. Trustee McLaughlin asked about driveway challenges in our Township. Some driveways in our township are causing road hazards during heavy rains because they were built incorrectly, or built such that standards have changes, or have not been maintained. Trustee McInturff stated that the county engineer has jurisdiction over driveways beyond us. Two pieces of communication were shared – The 2024 – 2025 Audit has begun and Lindsey will be working with the new auditor for items requested for review.
